Why is my CPU dropping to 1.6ghz even though high perf mode is enabled?

That doesn't make sense. Why wouldn't a "performance test", be running the CPU at "max performance"? Something is br0k3 on your system.

I think it is related to why his high performance speeds fluctuate so much. Maybe overheating?

My water temperature is at 25'C and everything is watercooled, My 4 x GPUs are under water, CPU is underwater and the whole motherboard is under water.

Also, CPU-Z is not the most accurate monitoring program, I have been using Aida64 for years because it is more detailed and complete.

Time to rethink that. If AIDA64 is showing you the 12 multiplier while the Passmark test is running then it is time to find another monitoring app. AIDA64 is wrong.

I just ran the Passmark test and the multiplier never dropped.

Include CPU-Z 1.71.1 and RealTemp in your next screenshot if you want to know what your CPU multiplier is really doing.

Your screenshot shows a 30% load on your CPU and AIDA64 is showing 1200 MHz. That's wrong. It is a bug in AIDA64. Some monitoring apps have a problem correctly reporting the multiplier when a 6 core CPU is lightly loaded.

If you want to know exactly what your CPU multiplier is doing then give RealTemp GT a try. You will not see RealTemp GT reporting the 12 multiplier when there is a load on your CPU because it follows the Intel recommended monitoring method.

I just downloaded PassMark to see what you are talking about and I also constantly see my CPU being at 1200mhz and the load of the CPU to be under 15%.

Run Passmark again and keep an eye on the multiplier reported by RealTemp GT.

Prime95 ran for over an hour with 0 errors/warnings, that's a good indicator that atleast the hardware itself is ok isn't it? Really appreciate your guys help and interest in this issue(s)

At least we now know unlimited funds for hardware do not necessarily solve software problems. I might need to post some screenshots of my own showing proper functioning of Windows power profiles.

That is a very good indicator. Try to let it run overnight. You are on the good path.

Go ahead and do it, and please find me a proper source where it states that Windows High Performance Mode will not downclock the CPU even if EIST and C1E is enabled.

I have yet to see anyone bring some good source of informations.

And if I had any software problems, I think I would see it already.

I am not wrong, not because it behaves this way on your rig means it should behave like this on every rigs.

Check mine or check the OPs rig.

Please, find me a source where it says that EIST and C1E enabled should never downclock the CPU even with High performance Mode.

We are getting off topic anyway.

But the OP never did boot up another OS, did he? That would have let us know whether it was hardware or a borked Windows powercfg .

In fact, we still don't know.

I formatted and reinstalled Windows. Would that have fixed a borked powercfg?

I have the same set up but only used it for month and did not like it and so I gave it to my wife.
I would not use the auto oc on that board.
From what I remember no C1E and no SpeedStep should make the board run at full turbo.
To be sure that your not down clocking I would disable cpu protection only to try.

I use the settings below.

Turbo power limit set at manual
I would not use the auto oc.
long duration power limit 200
Short duration power limit 200
extra turbo voltage at +0.020v
core current limit set to 150
With vcore of 1.37v my 2500z was stable at 45 to 48.
