How are you powering up? If you short the PWR-ON jumpers for a moment, it will work. If you leave them shorted (like with a jumper), you will boot up and then power right back off.
I typically start my board (outside of the case) with a screwdriver or paperclip.

anti-static bags are conductive, not insulators. Put it on cardboard.
EDIT: Machines run just fine out of the case. My crack rack ran out of cases sitting on shelves in the garage for months.
