Is it going to be the right choice to purchase an OEM copy of any windows 7, then upgrade to windows the windows 8 version you'll need. Or should I wait to purchase the full edition of windows 8?

I know it's sort of a shot in the dark because no one really knows the pricing yet.

If you're ultimate intent is Win8, you can usually pick up a (legit) copy of WinXP for ~$20-40 on the forums, or craigslist.

Unless Microsoft has changed their licensing rules with Win7, you can't upgrade an OEM license to a future O/S. You need a retail copy, and that license and the upgrade license become one license (can't be used simultaneously). I like to buy OEM disks on sale, and avoid upgrades.

How can this be? Aren't all prebuilt Dell, HP, Compaq, etc, etc, desktop and all laptops come with "OEM" license of XP, Vista, Win7? Thus probably >90% of PC's? This $40 upgrade would be worthless to all but a small fraction of Windows users.

I don't think this is correct, as Microsoft often has specials for free upgrades to the next OS (when a new one is about to come out) on pre-built computers (HP, Dell, etc..). In any case, I heard that Windows 8 won't have a "retail" version anymore.
