I have a gigabyte motherboard with a built-in atheros ar8161 ethernet. The only way I can get my pc to sleep is by disabling it. I have tried numerous drivers. Searched for any kind of answer to the problem. Has anyone had any experience with issues like this in win 8.1.

Have you checked the power management options for your controller in the device manager?
On 7, 8, and 8.1 I had to un-check the box labeled "allow this device to wake the computer" and check the box labeled "allow the computer to turn off this device to save power". Once I made those changes my computer goes to sleep.
I'm using a Realtek controller though so ymmv.

Did you try turning off ipV6 in your Ethernet adapter settings? That did the trick for me.

This is not a Windows 8.1 issue. Certain recent atheros chipsets are buggy. It is a known issue and Qualcomm has yet to make a statement or address the issue.

I'm not in the Windows 8 hate club, but I do believe this is an issue that started with Windows 8 and has yet to be corrected in Windows 8.1. Neither of the motherboards I have run with Win8/8.1 have Atheros chipsets. My main board now has an Intel Ethernet chip. Both of those boards need to have IPv6 disabled to allow the computer to sleep. Those same boards sleep fine under Windows 7 / Linux so I have to assume there is some type of issue specific to Windows 8. I imagine the issue will be patched at some point, but until then the solution is pretty simple.

Im not blaming windows 8.1 either. I was stating that my issue started after I did a clean install of 8.1. I had no such issues with sleep in windows 7.

so we can agree this is not an issue exclusive to windows 8.1!!

Windows 8 on another PC when woke up will have the Mouse froze and make a constant audio stutter sound. Don't know what's causing it as it worked fine with Windows 7. Since it's being used as a DVR I just turn off sleep since it does seem to use less juice while idling. Still would be nice if the sleep function worked!

Will see if the Ethernet card has anything to do with it by any chance after I do a clean install. It does have a Realtek chipset.

Some people have found that Skydrive syncing has been causing sleep issues after the 8.1 update. Turning off sync settings seems to fix the issue.

Same here. Windows 7 didn't have this issue for me, but on 8.0 and 8.1, my system (built on a Gigabyte GA-H77M-D3H) won't automatically sleep unless I disable IPv6 entirely. I did it with this registry change:

http://www.techunboxed.com/2012/08/how-to-disable-ipv6-in-windows-8.html

Thanks - this worked for me also in W8.1.

Now all I need is to find out why W7 only intermittently wakes up correctly on the same machine.

Interesting since my Z68 Intel based ethernet has no problem with sleep etc on Win8.1 ,I personally feel it's a driver issue and not Win8/8.1 and yes I've IPv6 enabled, I will say my Win8.1 was a clean install not an upgrade however.

try this:

netsh winsock reset
netsh winsock reset catalog
ipconfig /flushdns
ipconfig /release
ipconfig /renew
netsh int ip stop
netsh int ip start

put it in a bat file and start it as an administrator.

PS use the latest Intel(PROWin7 64 v17.1) or Qualcom (Atheros v2.1.0.21) driver for your network card. I noticed Windows update is often late with new drivers and sometimes they have driver updates that destroy the Win8.1 experience. Thats a real shame with such a nice OS.
