Win 8/8.1 is free of such shackles. You will need to plead your case via phone everytime you reinstall an OEM version to Microsoft though. Just because its Microsoft.
if you're talking a build your own computer motherboard, then you still need to buy Win8/8.1 with a product key, and the license is independent of the motherboard (you'll likely still have to dial in to the automated registration if you load the product key to another motherboard)
If you're talking about buying a pre-built, like HP or Dell, Desktop, then the license is OEM activated and tied to the BIOS of the machine. If the motherboard craps out during the warranty period, you'd have to get it replaced through their warranty department and possibly have to call in to their automated system. If the motherboard is out of warranty, you're kinda shit outta luck unless you purchase a replacement motherboard that is already OEM activated, or purchase another product key for your new motherboard.
