Windows XP, how to enable Standby timer for all users?

Due to recent upgrades/updates I have a library of computers with Windows XP-x64 that I need to set to auto-standby after a period of time. It's never been a problem, but now my company wants to be green-er and oftem I'll find 90% of these sytsems sitting at the login prompt for days with the screens on and spewing CO2 into the atmosphere (ha ha...joking of course).

Specifcally I need:

1. To set the Standby timer for 60minutes when at the windows login screen (classic, CTRL-ALT-DEL to login).

2. When a user is logged in the standby timer to be turned off (by default it is).

Are they on a domain? You can set a GPO to force it

Not had to worry about powermanagement at that part of the boot up but I would assume that since the screenblanker is active part (CRLT-ALT-DEL) that the rest of power management is also.

Couldnt you just set the standby/hybernate mode to a set amount of min/hrs.

Default user setting is turn off screen after 30min, HD off in 40min, Standby is set to "never"

Problem is even overnight, system screens are still on at the "Press CTRL-ALT-DEL to login" and obviously not in standby.


YEs systems are on a domain, but GPO's are only controled by parent company and are idiots. (Example...they announced power saving measures being pushed to all PCs...changing when the monitor power's off from 30min to 15min. In realiity all they changed was the forced screen lock time from 30min to 15min, the "screen off" remained untouchecd as before!)
