If it's referring to Microsofts' new download license scheme on their website yes, I've received that message hundreds of times when trying to download updates / other crap from MS's website on clients PCs that have illegal copies of XP etc.

Not true because I tried on machines at stores and it still didn't work and they aren't pirated. It's just microsoft's lame webpage.
