Wired Internet slower on 2nd PC (making me crazy)

Ive rebuilt an older PC for my parents (their current pc is about to pop)

The only problem is that my download speeds on the new PC are horrid. Something seems to be limiting the connection.



The new PC is consistently slower by .5mpbs download speed. (upload is the same)




Only one PC is hooked up at a time (directly to the modem)

Ive replaced the network card in the new PC (no change)
Ive disabled the firewall (no change)
Fresh install of SP3 (no change)
Clean sweep with multiple spyware programs

Ive exhausted all my technical know-how at this point.

Before I rebuilt this new computer, the person was using dial up service...my only idea is that somewhere there is some setting that is limiting my upload-download speeds.

Its very strange because browsing web pages is super fast...just when i try and download or stream video.

Use the Tweak Test on broadbandreports.com to make sure the second computer's TCP settings are configured properly.

that didnt work...i also tried resetting all my internet related registry entries and no luck.

So wierd...one PC benches at 1.5mb download...then when i swap to pretty much the same pc it benches at 1.3mb download.

Could it be something to do with the modem? Parents have crappy quest dsl...

I been running speed tests at Dslreports com. for 8yrs.
Ran test with many different PCs
PC 1 gets 27-28m down Intel nic.
PC 2 gets 31-33m down Realtec onboard nic.
I believe it has to do with PC bus
If 2 things are are sharing the sys. bus speed gets set to the slowest.

pci bus is shared. pci-express is not until it hits the bridge (if such architecture).

put a router in front of it. maybe some a-hole is dos'ing you or portscanning (check eventvwr for 4226 tcp socket max reached).

When you say older PC is the processor equivalent to what they had or slower?

I know some of the older pentiums I work on don't hit my 16-20Mbps limit on this connection when my quad core nails it.

pci bus is shared. pci-express is not
Whould I be correct to say a Intel pci-express nic should be faster then Intel pci nic.
Intel claims their nics are better on a 64 sytem over a 32 bit sys. does it realy make a difference.

The machine thats getting slower download speeds is a dell dimension 3000 (p4 3ghz)
The pc that they had running at full DL speed was some craptastic 1.3ghz duron or something.
