I don't think so, but if she worked at someplace more professional than McDonalds, I'm sure they had a guideline for what cannot be worn for Halloween costumes. I know my company sent out an email explicitly banning anything violent, sexual, or otherwise offensive. Now, I'm sure if someone crossed the line, they'd be asked to go home and change rather than fired, unless it was extremely over the line.
That seems perfectly reasonable, much more than firing her for it.
