Shesh, i already had to back away from a womans desk today because of a little personal heater running... and she was wearing a coat!
I think anyone suffering from being cold at the office or at home should invest in heated cloths or hot water bottles. both, i think, would do a better job than space heaters. especially when the general office is still running the damn AC. I'd guess, without looking into figures of coarse, that heated cloths or hot water bottles would save on electricity use as they heat the bothered subject more than the surroundings.
Hell, we have boilers running to heat water that gets circulated around so you have pretty instant hot water at the sinks because both women and many "men" here can't stand to wash their hands in cold water. and the water temp seems too hot to me. I only get a brief feel for it using a sink right after someone used hot water.
Edit: perpetually cold people should also invest in some good old thermal underwear/longjohns. It's how i kept warm ridding an atv and camping in the winter. They work great. so great i can't wear them unless it's a good bit below freezing and i'm going to be outside for a long time. Oh, washing cars in the winter was another good time to use them
