from what i've read they are by and large regime supporters on the team (Iran)England also plans to take the knee at kickoff, I would think Iran might as well considering what's happening in their own country.

From what I recall, they weren't simply naturalized, but they were "recognized" as natural born Qatari citizens even though they competed with their Bulgarian names.
