IMHO no it doesn't, but there is a kind of paradox. It may worth in some situations ( just like mine). I'm a very usual PC user, loving games but not very experienced in powerful graphic cards and hardware though I have seen and read a lot of reviews and comments. Yes, I know the more memory the better as well as some other aspects, and I would start from 1060 6G. But my budget is extremely limited. And I cannot choose the great AMD rx470 with 4G of memory, because... my budget is limited and my power supply would just die with this card! Also, I like my small case, but it needs really cool stuff. I could choose 1050TI with 4G, but... 1060 3G seems to have much better FPS in the most games. The price - in my case - is the same because 1050TI prices are a little crazy, and I have a discount, so 1060 3G price is actually like 1050TI game versions or cheaper here, and 1060 still looks better, and they will probably be outdated at the same time - quite soon.
Why I described my boring situation - I don't think it's unique, so... I think sometimes, rarely, this card may be not a good, but an acceptable choice. If you have little money and it's really all you can afford for this this year and you need a cold graphic card which needs only 400W power supply.
But your other hardware is quite powerful, so I do think other guys are right. You'd better save some money and choose something else.
(And I don't think those "you, with your nonsense and poor hardware, we, rich and busy, how dare you" is OK in any community. IMHO. It's about one of the previous comments... Oh my Glob, really? do you guys, so rich and busy, really think anybody in this world can buy GTX1070 or something like this every year? I just don't want to believe all hardware and game community members are just aggressive and not very smart and tolerant people, like in the place where I live)
