Would you respond to a lowball offer from a potential employer?

Hypothetical situation:
Say you went through the phone interview and in-person interview and thought you breezed through both. You get a offer and its ridiculously low, e.g. 30-40% low.

Would you even respond to this kind of offer with a counter-offer and/or rejection letter?

Sure; who knows how they might counter.

"Thank you for considering me. I was very impressed by everyone I met and remain interested in your company but unfortunately I need to seek a role that will compensate me at my market rate of (your range) at this time. I appreciate your time during the interview process."

The company I work for now offered me 30% less than what I was making. I politely declined and thanked them for their time. They responded by offering me 20% less. Again, I politely declined. 2 months later they still had not filled the position so I emailed back and said I noticed they were still looking and if they would like to re-enter negotiations. This time they offered what I was making plus a sign on bonus. Since I was less than 4 months away from being laid off, I took it.

why wouldn't you respond?

I'd go with "I'm very much interested in this opportunity, but unfortunately, I really just can't take it for less than X" or something along those lines.
