Wow! Housing dogs like that in places with small children seems like a liability nightmare.
Although I guess that its slightly difficult as the ones earlier seemed to be trained to be aggressive to humans.

I live in a neighborhood of typical blue collar workers since I live significantly below my means.

Plenty of these fucking retards have dogs that I have ZERO clue what purpose they serve. These pieces of shit just leave their dogs out in their backyard all day and all night. That includes in the Winter and hot summers. So there are a good number that just have dogs that just bark 24/7 because they are pissed as shit to be outside when it's freezing. They also bark and leap at the fence for anyone walking by, so eventually the fences will bust and they will run out and attack, there is no doubting that.

It's only a matter of time. Thankfully it won't be me since I refuse to walk around the neighborhood anyways.

Sometimes when I'm walking the neighborhood and a dog behind a fence gives me grief, I'll linger for a bit to let the owners get their fill of his obnoxious barking.

Unfortunately I think a lot of dog owners become oblivious to the barking just like a lot of parents when their child is wailing in public

Doesn't do anything as the poster above said. They either get used to it or are oblivious to it.

I on the other hand have contemplated multiple times wrapping some rat poison in bacon and throwing it over the fence. Sadly, I don't have the heart to do it because I know it's the fucking asshole neighbor's fault, not the dog's fault.

Yeah, when I loiter I behave as if they are staring out the window at me. I might make noises, or step closer, but I don't hurl loose objects.
