Interestingly, to the right of that pile of dirt is a creek (and a large gully). It's all protected wetlands stuff, which makes me wonder if he even has a permit for all of this. Not that I give a shit about the rare slugs or whatevers down there, but it'd give me an excuse to get him to stop building... whatever it is.

why not? if he's breaking the law, it's a good thing. If he isn't, then no problem.
Getting zoning on him is a dick move. People don't need anymore government on their asses than they already have. He could be breaking a law that really doesn't matter much, but would cause him a bunch of hassle if the wrong person found out.

You should learn what role wetlands play in the ecosystem. Then you might stand a chance of grasping why the "evil mean government bad guys" are so adamant about regulating them. Unless, of course, you'd rather put your head in the sand and then complain when your tap water is saline or your water bill increases dramatically.
Do you know how much revenue the town makes from permits? You might want to look at that figure and take a look at the municipal budget before pulling ideas out your butt.
You remind me of a lot of people that think they should be able to do whatever they want with their property, but when some new neighbor moves in and starts doing things on their property to destroy your quality of life, lower your poperty value, spread debris, smoke, garbage and noise into your space you go screaming into Town Hall demanding action.
If you want an idea of what a community looks like without zoning regulations, there are plenty of places for you to explore. I suggest doing that. Then you might actually develop some sort of clue as to why there are zoning laws.
