I've read the whole thread. Other than a throw away comment in the OP, nothing has indicated that he's filling wetlands.

I've identified wetlands, located wetlands, turned in the information for the engineers to design sediment control, then fixed the engineer's fuckups in the field. I've also layed out created wetlands for mitigation. I also live in one of the more sensitive areas of the country for wetland issues(Chesapeake bay watershed). What points do you want me to cover?

He could be building up an area to build an above ground pool, with a deck connected to his existing deck .. so he can come out the back door and go straight to the pool.

Actually, I took this pic from way down at the end of my back yard. I'm up on a hill, as you can tell from the pics. And right behind me where those pics were taken is my giant 2-story shed/garage/workshop. I can't even see his land from my house. lol

And, unfortunately for him, he'd need a LOT more dirt to be able to build a wall to block me. If you can't tell from the pics, ground level on my property is higher than his roof.

Mostly I'm just wondering WTF this guy is doing, though. Also, oddly enough, I'm pretty sure the dirt pile is sitting on his neighbors land too. And the OTHER neighbor, to the left of the pic, has been full of people lately... I don't know wtf is going on, because it used to be just an old retired guy who lived there. Now, though, their backyard is starting to look like a gypsy camp in the evenings.

It starts here... as you get older and grow gray hairs, this kind of curiousity is a daily routine and you complain about every little thing people do.
So the OP needs to turn the hose on the guy with all the dirt?

Interestingly, to the right of that pile of dirt is a creek (and a large gully). It's all protected wetlands stuff, which makes me wonder if he even has a permit for all of this. Not that I give a shit about the rare slugs or whatevers down there, but it'd give me an excuse to get him to stop building... whatever it is.

rofl. well, if he does actually do something retarded down there, I plan on painting the back side of my shed (and the fence) in high-contrast neon green and yellow stripes. Conveniently, he's the only guy who would have to look at it.

OP: seriously, call the zoning official. If he's up to something sketchy and wants to fill in wetlands or something, you aught to let the town/city know.

correct, but usually they do have dump truck right there as they are digging the dirt out. Oh, and yes I had an inground pool built.

Looks like he might be wanting to level out the yard some. That back yard looks like an area that becomes a pond when it rains.

That or he is preparing for nuclear fallout. Dirt makes an excellent radiation barrier.

go to your county website and see if you can locate the register of deeds.
I was surprised that as a rural area my county had our deeds online so you could look up where the property lines are in the area matched to satellite photos. Free service , just required me to enter an address and it showed who owned it and where the lines were.
