It's called the bystander effect.

To everyone who is talking all tough saying they wouldn't have stood there letting her take it, unless you've been in a similar situation please shut your mouth. It's one thing to talk like you're hot sh!t on a message-board it's another thing entirely to stand up to a crowd like that in such a herd mentality based social group(highschool).

After the fact I bet a lot of the spectators wished they had done something, but at the time all they could do was stare with the collective crowd, waiting for someone else to do something.
