Other than clear the CMOS what have you (or he) tried so far?

Have you pulled the two new devices and tried to boot? If so, was it just the same result?

Did it work for him, I mean did he ever get it to boot and install the sound card drivers?

He probably put in the sound card and dvd while it was on or not unplugged and probably shorted something, or maybe he scratched a trace on the mobo while inserting the card, I did that once and the system would not boot at all. I just followed where the trace went and soldered some wire.

specs:
1. 2.6 P4c
2. Nvidia 5900
3. noname 400w PSU
4. Soyo Dragon Plus II (anyone familiar with this board at all)

The person had everything working ok, then added a soundcard and DVD burner.

1. Turn the computer on and beeps once
2. Displays video card info on screen
3. Screen goes black
4. Screen then displays "insert bootable floppy"

PS.....WTF

For one thing, you said he added 2 new things, and you also mention that he has a noname PSU. It seems like the culprit here is this POS PSU you have..

The PSU would be an easy culprit to blame but an incorect one, i tested it as I said and it's all ok, the load on the PSU with this configuration is no diferent then the one I had it controlling before so NO.

What do you mean by "TESTED IT"? I didn't say it was dead but I've had stability issues w/my current system because it had an elcheapo PSU, changed the PSU and all the issues were gone.

Mmkay...

Remove everything but the CPU, RAM, and Video card (from the mobo AND the PSU), and clear the CMOS.

If he STILL can't get into the bios, something's seriously f*cked up... but I don't see how a POS power supply OR an additional IDE drive (or six) could trash your mobo/proc, if you're not ocing.

My guess is the additional components, have overloaded the PSU. Try taking some stuff out, and see if it will boot.

Look at my SoYO Custom build. i use the same MOBO. I haven't had any problems with it. The PSU I can vouch is absolute POS. 2 months after I boutght it the fan went scewy and making a LOUD buzzing noise. So I'd say the PSU itself aint all that great. Pretty low amerpage on the rails. single railed. Just not really that great. I really would try a new PSU first.
