The person had everything working ok, then added a soundcard and DVD burner.
1. Turn the computer on and beeps once
2. Displays video card info on screen
3. Screen goes black
4. Screen then displays "insert bootable floppy"
PS.....WTF
For one thing, you said he added 2 new things, and you also mention that he has a noname PSU. It seems like the culprit here is this POS PSU you have..

The PSU would be an easy culprit to blame but an incorect one, i tested it as I said and it's all ok, the load on the PSU with this configuration is no diferent then the one I had it controlling before so NO.

My guess is the additional components, have overloaded the PSU. Try taking some stuff out, and see if it will boot.
