Do you really think you'd come out on top in that battle? If someone did leave a 13% tip, and you gave intentionally bad service the next time, that's just going to lead to a worse tip. The customer is still going to get service. They'll still get their food. If they need something and call you, you're still going to come over. If you hide, they'll ask another waiter to get it for them. They'll be fine. You on other hand will get a small tip each time that you give bad service. And if you're too blatant with your bad service, you might get complaints about your performance. I don't see how you win.
