WTF why do local law enforcement need machine guns for?

Rifles are needed to safely and reliably take down a threat at a significant range.

Having this in your arsenal means it gives you the ability to increase officer and public safety both at the same time.

Most are semi-auto and limited to a small caliber .223

Yes, but soft body armor and only with certain ammo. A standard 5.56 round is much more affective, cheaper, and widely available. The PS90's advantage is capacity and low recoil in a very very compact package.

the ss190 will penetrate level IIIa armor, same as a 5.56 and standard 7.62, level aIII will need a highpowered rifle with AP rounds something along the lines of a .30-06 m2 (which is again the baseline for level IV).

of course an ar-15 has advantages that makes it much better suited for many situations, but to call the P90 useless in the the north hollywood shooting is absurd.

Legally owned fully automatic weapons are hardly ever used to commit crimes. Murders rarer still; since 1934 I doubt you could find a dozen murders committed with legally owned machineguns in this country. By the way, one of those murders was committed by a police officer.

Stolen legally owned fire arms are used in a lot of crimes.
