No these cards are nowhere near 1920x1200/1080 quality and I have an XT

Hell, in Neverwinter Nights 2, Stalker and Rainbow 6 Vegas I can barely pull 40FPS in 1024x768 (NWN2 1024x1080)

I believe you can control fan speed with ATI Tool or ATI Tray Tools. That's what I do with my X1900XT.

Any reason to upgrade to this from a 7950GT? I bought a 7900GT a year ago and EVGA sent me one of these instead for a RMA.

If it's better (even slightly), I'd like to pick one up and putting this older card into another rig...

The 7950GT is alot better than the 1950GT, and the 1950XT doesnt have a rebate offered at the moment, and its just a bit better than your 7950GT in some scenarios - not worth upgrading to. Id hold off until you want a DX10 card.
