I went from a single core A64 (Opty 146) @ 2.5ghz to a dual core A64 (Opty 165) @ 2.7ghz... very similar to what you are asking. I surf, game, other minor stuff. Don't expect much of a difference, but it is better for multitasking, no doubt. I primarily bought it for future games... not always a good idea, but 939 can't get that much cheaper as the chips get bought up, so I did it anyway.
People have been getting awesome overclocks on that 3800+. At it's current price, I'd say there is very little reason to get the 165, when the 3800+ overclocks just as well really. When I got my 165, the 3800+ was only $14 less, and the 165 comes with the better HSF worth $10-15, so there I thought it was worth it.
In conclusion, nice and cheap upgrade for a single core 939 system (but again, don't expect a whole lot difference yet, depending what you do), and people have been overclocking them very well.

I don't see how that gets any lower than what he stated ($80-100). Personally I'd go for the cpu upgrade because ddr2 will eventually come down in price, and it's not a dead end.
