I remounted my friends stock intel heatsink today (his load temp were like 85) and his load temps dropped to 64 but I also have an 89w proc and it loads at 44, granted I'm using an AC Freezer 64 Pro but it still shouldn't be such a huge difference...
Am I missing something? Do x2-4200+'s on stock cooling get that hot? Or is 89w just some sort of estimate or something?

I'm not entirely sure about this, and it seems to be often debated, but I believe that Intel and AMD use differant methods to come up with the thermal design power. It's well known that prescott CPU's run very hot. My X2 4200+ is overclocked to 2.618ghz on the stock heatpiped cooler, and runs at 51c max load. My prescotts all ran in the 60's, and my 3.4ghz prescott @3.8ghz, ran at 57c load on water cooling. The 8xx series pentium-d's also run extremely hot(basicly 2 prescott cores running side by side), my 830 was hitting 73-75c load with the stock Intel heatsink.

TDP has nothing to do with core temp. TDP = the maximum amount of heat necessary to dissipate if you use this device. What matters for core temp is:

1) Case air flow
2) Heatsink
3) Power draw

Overclocking is also a meaningless way to ascertain TDP. Some processors, like the Prescott get exponentially more power draw at higher speeds (say 3.6-4 Ghz) from just a mild 20% overclock. Others, like the Core2 E6300, can overclock 50% and still get a more linear power draw until you hit the mid 3Ghz level. X2's seem to get exponentially more power draw at the 3Ghz level.

I believe,
AMD uses the maximum TDP
Intel uses the average TDP.w

Thats just BS spewed from AMD fanbois and for some reason some hardware sites take it as the truth. IF that were true, than 65W TDP Conroe's should draw signficantly more power than EE series X2's, when in fact, its been shown that they draw about the same power.

AMD uses the maximum power draw for the cpu.
Intel uses the "typical" power draw for the cpu (calculated at 15% load or so IIRC). However, I think Intel stopped doing this when Conroe came around, because they no longer had to spew BS to compete with AMD.

From the biggest Intel fanboy on AT.
