If your using the stock HSF and an accurate probe, then no those temps sound right.
(oops see you are usng the XP-120, which is the older model, the newer one is the SI-120) That HSF is fine, but will not cool a dual core as well as the newer HSF's, check out this summary page to see that is not up to the same level as the newer generations of HSF's

As i found out, people reporting load temps that dont break 50c either have very good cooling, water, or are using an inferior method of measuring the cpu temp.
18c looks like normal swing in temps on a dual core x2 CPU from what i've seen
getting a scythe mine or scythe ninja plus , or a Turniq(sp) tower 120 will prob keep you from breaking 50c but if its stable in prime and your not overclocking you would just be wasting $50+ IMHO. Its not very often unless you do a lot of SMP aware encoding that you are going to stress the CPU to the point that dual priming will. Even in gaming i'd be surprised if it broke 50-51c.
edit - i see you are overclocking... or might be since you did with you sig rig
with my scythe mine 3800 x2 @2.75ghz @1.475 volts i idle at 36-37c and load is at 52c. It may be a bit lower then that as i tested when the HVAC went out in the house.
