The point with the power supply is this: Variance in voltage causes crashes, variances in ampere causes slowdowns. Low quality power supply = voltage variance, high quality power suppply = ampere variance. Your power supply might be of good quality, but its only ratet to give MAX. 13 amperes at the 12 V rail. You might have steady voltage with low ampere. Slowdown. Yor power supply can't feed both your processor and your graphics card. Usually taking out other feeds from the 3 V and 5 V might help (CD-drive, auxilirary disks, floppydisk-drive) can help, but thats dependant upon your power supplys internal configuration. By the by, 3.3X14=46.2, 5X21=105, 12X13=156. Roughly speaking your power supplys max. output is 300 Watts. Half of this on the 12 V rail. Sounds like an upgrade to me.
