If you're talking about changing gamertags, you can do that for like 800 points... if you're talking about moving one tag to another that exists, I think you're SOL.

If you are talking about gamer points from one gamertag to merge with another existing gamertag that can not be done...

Gamesaves off the hard drive from one GamerTag can be moved to another GamerTag though with the use of the X-Box 360 hard drive cable from some third party company. People do that all the time to cheat their gamerscore to the billions!
