Xbox One Graphical Issues

My brother has had this problem since he first turned it on. There are these graphical glitches and artifacts everywhere. Both in game and in the dashboard. He recorded what he sees:

Bad console? Software issue? HDMI cable?

damn that really sucks. to verify if it's the hdmi cable, have him use the gamedvr and capture a video and upload it to skydrive. see if it's got the artifacts when he checks it out online.

if it looks fine captured, then it looks ilke it is an issue with the hdmi cable and/or port on the x1. if it looks jacked up on the capture, then it's probably an issue with the gpu.
