XP boot problem

Ok, I'm putting together this computer for my parents and it's driving me insane. I've got a Biostar iDeq SFF box and a brand new WD 40gb hard drive. I did a full NTFS format and a fresh install of WinXP Pro, but it will not boot into windows with only the hard drive! When I try to boot, it tells me boot disk failure, it only boots when the WinXP cd is in the cdrom. I reformated and reinstalled once already, to no effect. Any ideas? I'm at my wits end.

I'm assuming you changed the boot sequence in the BIOS to boot off the hard drive? And then also tried removing the CD from the computer?

Changing the boot order to HDD first CD second leaves the same problem, it still needs the WinXP cd to boot.
