Because in JGTC, they don't cancel a race every time the track conditions are slightly less than optimal.
Most racing I know of takes place even in rain.
In Britain, you don't have much choice.
Formula 1, Touring Cars, F3000, F3, Formula Ford (crappy single seaters), all support races (Porsche Cup etc), and I think GT races do too.

I was taking a jab at Nascar, where they cry foul if the track has a smidgen of dirt on it.

It's hard to tell - it looks to me as though he was actually some ways away from the fire - the camera angle makes it hard to perceive depth, but he's clearly some distance from the Porsche, as judged by the length of fence between the car and the base of that viewing station he's standing in.
