I had the opportunity to drive a C6, non Z06 and I fell in love instantly. Steering was sharper then the few Porshes I have driven, and it felt a lot quicker too. Owch. That sucks for you guys accross the pond, but MSRP on a new M3 is about 50k here, and less than 60k fully loaded. The 2007 will probably be more expensive but not 10k more. With dealer mark up it will probably be below budget, maybe flirting with 70k but I doubt it. My vote goes for the M3 . Get a decent 2nd hand one now and get another one later if you want. They hold value very very well. The new M3 won't be out for ages and it will be tough to get in the 70k category since it will be new. New M3's start at £40k in England then the extras and they top £45-48k! I'd imagine the USA price for the new M3 to be more then 70k.
