I believe she already had the new puppy before this incident occurred, while her other dog was still missing.

Cruelty to animals is often a sign of lack of empathy for other living things, and is often associated with abuse of children and spouses.

As for nitpicking over definitions of terrorism, there are over a hundred definitions of terrorism and whether or not this particular act meets the definition endorsed by the US government is unclear because the motive is not clear.

That poor girl will probably have nightmares her whole life. One day some unsuspecting boyfriend is going to show up with a big box of candy and some flowers and she will just flip the F^$k out

A "terroristic threat" is one made with the intention of causing fear.

Stop jumping to conclusions that this has anything to do with the war on terror, Bush or anything to do with that. These laws are much older than that.

These laws were passed to deal primarily with organized crime and individual bullies.

It wandered away? No fence? No Leash? What, was it free to roam the neighborhood or something? I hate when I read a story and it feels like a piece of it is just missing.

Yea, the individual who did this was obviously sick, no question or input needed there. But how often was this girls dog wandering? I hope she actually keeps track of her new dog. You know, besides using it as her own personal audio journal.

Even a sociopath wouldnt behead your dog and mail it to you giftwrapped with chocolate for no reason what so ever.

you cant treat people like this. unless you vegetablise them for the rest of their lives. best place is somekind of prison/detention center from which they cannot escape, or better do one for the gene pool and just get rid of them.

don't be an ass. i meant no disrespect to the victim herself as i was pondering the motive of the assailant. it could be a random wacko or there could be something someone is seeking revenge for. you don't know the details so stop the holier than thou attitude.

so i just want to make two points to play devil's advocate.

1. so what if the dog was one of those dogs that lives across the street and just barks and barks and barks and barks. if it were, and it took her 2-3 hours the finally decide, "oh, i should probably bring the dog back in." shame on her. i'm not saying this is the case, but it could be we dont know....i'm also not implying that this would justify rippin the dogs head off, but ugh, i sure would think about doing it....lots. FYI: i've had one of these dogs living behind me now for 2yrs, so i'm just trying to look at it from another angle.

anyhow, point 2: i had a buddy growing up (this is way out in the boonies) who's father would literally, grab a stray cat that was on his property, and take it out back and cut it's head off with a garden hoe...he saw them as pests

so, i guess i'm just trying to say this: we dont know if she was one of those horrible pet owners, not that it would justify the killing, but we also dont know if the dog was a 'pest' on someone's land..of course, sending it's head back in box is a wee-bit extreme, but i bet she won't let this new dog wander around the neighborhood unsupervised barking up a storm
