In my own personal experience, it's not so much existing while black as it is existing while poor. Law enforcement treats those who can't afford a lawyer somewhat differently than they do those can (or might be able to). Racism still plays a large role though, as blacks are more likely to be poor due to inequality of opportunity.

As an outsider, I certainly don't see that happening. I don't think I've ever heard anyone say "Americans are so racist" or anything along those lines. Frankly it would be as moronic a statement to make as these racist morons often make because being from a particular country does not make you racist. Being a racist makes you racist. Pretty much every country has problems to varying extents including racism. On one hand you can be absolutely sure that the few articles a week at most that get published of incidents like these are scraping the surface of what's actually going on, and on the other hand, if it was so utterly commonplace and tolerated then those few articles you see wouldn't even get published.

A man prevents a dark skinned fellow from leaving a grocery store will calling him an illegal alien and saying he was calling the police. The man attempted to leave several times but was blocked. The dick in question said he was going to make a citizens arrest if the guy left. That, of course, would have been an invalid detention.

As it stands now this looks like forcible confinement to me worthy of charges for the dick in question. The victim opted not to press charges. To make a citizens arrest in this country you have to have reasonable reason to believe someone has just committed, or is about to commit, an indictable offence. Being brown is not sufficient reason.

The police are investigating thank god.

SOMETIMES people make up stories about the police. Remember, cameras work both ways. They also expose dishonest citizens.

But overall the major, frequent problem was police abusing minorities and getting away with it. Part of it is an evidence issue. Part of it is The System. Even when they know about it, the courts rarely follow thru and juries rarely convict.
Remember: the cops beating Rodney King were captured on video and they still got off. Black people in L.A. had been dealing with that shit for decades, and they finally had enough. Riots arent random. They dont just HAPPEN. Something needs to build up and boil over.
