Definitely cooked ahead of time, but if you do like I do and ask them for fries with no salt, they'll almost always have to cook some new fries fresh to give them to you. Works for me all the time.

They are supposed to cycle the batches out in a certain amount of time. Usually they get lazy.

The only way fries are cooked when you order is when you ask for no salt. I can't speak for other places, but at Wendy's, you had 5 minutes to sell the fries after they came out of the frier. So you pretty much always had at least one basket down. (it took 3 minutues to cook and 20 seconds to drain 'em) Wendy's was damn scrict on this too, so they were never old.
