whats NFA?
I have no idea what that rule is supposed to mean.
Nation Firearm Acts. Covers Short barrel Rifles, Short Barrel Shotguns, machineguns, and Suppressors (and some other things but those are the most common). Of course some are legal in some states...like WA only suppressors are legal. (unless your a SOT)
Basically as it is now when buying those items a lot of people use a Trust to buy the items. So the trust owns the item and not the actual individual. Which is nice cause you can share the item between all those people listed on said trust. even so most people using trusts are still only doing it for themselves.
Which is because the other method is to register as an individual. The problem with this is you must get a local Chief Law Enforcement Officer (sheriff, chief of police, ect) to sign your form. However many people have discovered their local CLEO wont sign their forms. For different reasons such as the CLEO thinks they items will be used against police, or dont think you should even own them, or just have no clue what you are trying to do.
So by using a trust you bypass the CLEO requirement. Also only the person who is actually purchasing (ie whoever filled out the forms) goes through a background check at the ATF when using a trust.
The new rules want to end that. The ATF wants to require a CLEO for ALL members on a trust. So in my case currently on the trust is myself, dad and brother. I would have to get the Chief of Seattle to sign off for my brother (wont happen), the Kitsap County Sheriff to sign off for me (most likely a no go) and the Chief of Police for bremerton for my dad (again wont happen). Also all three of us would have to go through a background check (no big deal there) but also submit finger prints as well (more money for the Police Departments!)
So they Chief of Police (well CLEO) would basically be able to tell you yes or no if you can get a NFA item. They dont need a reason to not sign. All they have to say is no and your a out of luck.
So hopefully that explains it in a nutshell for ya. The ATF is basically going to allow one person the ability to approve or deny your access to a legally allowed item.
