You are talking about the old Tacoma Narrows bridge, which collapsed in 1940. I actually live about a mile from its replacement. The bridge's collapse was not caused by sound in any sense. It was caused by severe vibrations caused by wind. The bridge's natural resonance created huge, severe fluctuations (apparently the sidewalk on one side was as much as 28 feet higher than the other!).
