The "County Judge" in Texas isnt a traditional judge. The County Judge is the chief administrator for a county. The Commissioners Court, isnt your typical court. Its the policy making body for the County.
Hon. Ed Emmett is the Harris County Judge. He oversees the country Houston is in.
Then they shouldn't have a Mayor.
Cities have mayors. Counties have County Judges/Commissioners Court.
Mayors are responsible for the city. County Judges/Commissioners Court are responsible for the whole county, but more specifically the rural and unincorprated areas.
While Houston takes up all of Harris County, and some parts of other counties. County Judges are required by the Texas Consitution.
