Among others, DELL was just added to the MSN 20% deal... they are listed under the gift certificate section, but the popup says that they'll mail you a check for the 20%... time to get a laptop!

Looks like it is a GC... A 20% GC on your order in which you use later at Dell's shop for future purchases. Not too bad I guess... Buy what you need now and maybe like buy a second battery or some other upgrade with the GC?

What page are you looking at? On the main page from your link, at the bottom there is this:

Which is true? I have been desperatley wanting a Dell laptop but havent been able to buy one because I stupidly bought Dell stock.

If you scroll down a bit from the link you gave us it shows Dell as a 20% Gift Certificate shop not a 20% Off shop. Then below that it states:

2. click on the SHOPPING button (top)
3. right below the words, HAPPY HOLIDAY click --> holiday bonus
4. you will see a bunch of vendors...
click DELL4ME...you will see the popup.

Also I have posted a thread in the UseNet NewsGroup alt.sys.pc-clone.dell referencing this AnandTech Hot Deals thread. Hopefully one of those Dell finatics will know for 100% certainty if MSN Passport will reimburse with either a Dell GC or you will be issued a check.

Then why is dell4me under the gift certiciate column? Some people will be disappointed to find a check when they were expecting a gift certificate. They shouldn't trick people like that if it really is a check... However since both are as clear as mud, I dont know which one to beleive, the chart or the pop up window. Hold me, I am frightened.
