This whole "banned" thing is stupid anyways. Athletes that were not immediately involved in the report/findings are still allowed to compete. Just not under the Russian flag/uniform/anthem. I personally think that if the country is banned, all athletes should be banned entirely. Sorry, guilty by association applies in this case.

Take all money and resources from any Russian national with over 2 million in foreign assets.
Let them devolve over the next 50 years or so.

Well the punishment is for the Russian authorities that were corrupt. Its kinda assumed that athletes try to cheat the system sometimes, what's supposed to happen then is that the anti doping authorities in that country stop them. Not facilitate the cheating.

Who cares? People with a decent knowledge of Geopolitics. Russia isn’t a 'toy' country for us to simply play with. Strong, measured sanctions and restrictions by the west are the best way to bring Russia back in line with regular world order over time. That and arming and supporting the Ukraine, as a measure of resolve and solidarity.

We have nukes as well and their economy is the size of Italy. We need to squash them. When they are all starving and 5' 3" from malnutrition we go back in. What they did was an act of war. Time to fight back.
