I called the Lowe's in West Hills, CA and was told that they had the deal and had plenty of stock.
When I got to the store, they told me that they had no stock and refused to honor the deal.
The store manager wouldn't come out and speak to me, and snuck away from the store before I could tell the polite lady I was dealing with that I wasn't going to take 'no' for an answer.
They then proceeded to take about 25 minutes to determine that they had no stock at the next closest location, Burbank (which ain't very close).
Basically, the flyer says "while supplies last" and they refused to do anything at all to mollify me - they wouldn't even apologize for the ridiculousness of not being able to tell whether they have an item in stock or not.
The Asst. Manger gave me the main manager's cell phone number - he told me that the customer complaint forms they have at the counter get routed directly to the store in question, where they are round filed shortly thereafter.
The quality of customer service at my Lowe's has declined rapidly over the last year. Don't ever do an Internet order for In Store pickup without being willing to spend 30 minutes at the CS counter while they try to find your item.
I'm not going to be shopping there much, if at all.
There's a new Home Depot on the way home, so I swung by there to see if they'd match the deal. Much to my pleasant surprise, the CS guy said he'd match it no problem. Unfortunately, HD doesn't carry the combo packs that Lowe's does. The CS guy offered to ask if the manager would match the big 5 piece DeWalt kit they sell, but I told him that would be asking too much and thanked him for his time.
They'll be getting my dollars for the forseeable future.
