Nobody would be able to log in without first taking an IQ test, everyone would get two tries and anyone unable to score above 90 would be banned. I realize a lot of shitheads would get someone else to do it, but I'm banking on the dumbest of the dumb not even having smart friends, which doesn't seem like much of a stretch. I'd probably be tempted to ban a couple other people too, but the above should take care of most of that. Intelligence is no guarantee of sanity or civility, but it's a good start.

I would change the way the forums operated.
You divide users into two teams: blue and red.
Threads and posts can be upvoted or downvoted with a caveat.
Upvotes can only come from the same team.
Downvotes can only come from the other team.
If the thread or posts reaches a net negative value, the post disappears.

Hah, you would be surprised. Technical borderline retardation doesn't even begin until 85, and people above 70 are considered intelligent enough to execute. A requirement of 90 would exclude the bottom quarter, except people would cheat so it would probably be more like the bottom fifth. Naming names is frowned on, but I can think of at least one well-known poster that is almost certainly in that ballpark.
