No, they could just be making a sweeping generalization (fallacy) and not have any intention of being racist or negative. I try not to take things personally, and get really bothered when people nitpick my words and counter everything I say.

I think of them more as illogical/stupid rather than racist. Unless they actually are racist, they might just be assuming that all people who are (insert race/group here) fit their stereotypes.

Depends on the context and heart of what they're saying. For instance, "those people" could be far more offensive than "you people."
