Actually the birth rate in many of these countries is not that high anymore. America's major cities like NYC, Houston etc are one big parking lot - and it is not due to birth rate either.

Just that the base population itself has become so huge and jobs are concentrated in a few areas.

would you thin the herd evenly, rich and poor alike? that would be a disaster - wealthy people tend to be educated, and educated people tend to be leaders, creators, doctors, and so on. if your looking to cut numbers, you don't go for the top of the pyramid.

that leaves us with selectively killing off the poor and letting the wealthy diffuse into the vacated space. i guess this would include some in the first world, but would target almost the entire third world. good luck with your orwellian genocide/paupercide!

before I had a car, I used to have a 2 hour commute to go 10 miles :/

-walk from house to bus stop
-bus to train station
-train from Newark Penn Station -> Exchange Place, Jersey City
-ferry from Exchange Place -> Midtown NYC
-ferry from Midtown NYC -> Weehawken, NJ
-walk .5 mile from ferry terminal to office building

shortened to about 30 minutes once I got a car and could drive straight into work.

Yea, I would never want to work or live within the city limits of a huge city ... going < 20 miles, suburb to suburb, avoiding anywhere close to the main city seems to prevent most of these problems, but, still can take an hour to go 20 miles in the suburbs traffic ...
