GoT also has a lot of stuff cut down for budget reasons! They just do so well with the budget they do have, it isn't so noticeable.
Yes, of course GoT cut stuff for budgetary reasons. I'm not saying that they should not do that, I'm saying that they can't cut the meat of the show out to save money. And that is what the second season of Walking Dead did, they tried to cut the zombies out of a zombie show and make it about a bunch of people who don't like each other that are forced to live together on a farm.
I'm cautiously optimistic about the spin-off... I'm interested to see what Robert Kirkman can come up with now that he's already got some TV experience under his belt and won't be constrained by having to somewhat follow along with the comic series.
I'm assuming from the start, it'll be centered around some kind of home base just to limit the budget from the beginning, to have more money to spend on other stuff.
I don't know how well a zombie show will do with a static location. It kind of quickly removes most of the threat if you have a secure base to work from.
But, I'm hopeful as well.
