What he said... Payless is what it is--a step above disposable shoes. Not meant as a slam, but it's obvious that the Payless shoes are 2-3 grades lower in terms of construction and durability.
Actually you'd be surprised, some of the shoes there are exact same quality as regular department store shoes but rebadged, I have a pair labeled State Street I got for roughly $25 that I saw in a Sears store for $80 under a popular brand name (GBX I think) same stitching, same color leather, slightly different insole (just color and logo really), but the tread and shoe looked identical, and I was wearing them at the time so I laughed pretty hard when I saw it, actually took it off to compare them side by side heh, definitely the same.
So for some of there shoes it's like comparing a Toyota to a Lexus.. different packaging same shoe. Not all of their shoes are like this though (with the prices they have it's obvious) so of course I don't buy all my shoes at Payless or anything like that, but you can get really good shoes there and of course really bad ones (that's why they allow you to try them on first ;P ), basically just saying don't judge a book by it's cover.
