Some chips didn't get tested properly in QA so they're recalling every shipped chip to re-evaluate them, and sending out fresh stock that's been tested correctly.

On both my 7950X and 7950X3D I can take 6000C30 EXPO kits and run them at 6200/2066 without touching any voltages. The IO die is acting very close to 7000 series, with the same limitations that it entails, except memory straps over 8000 is working now
